North Carolina’s political world is kind of in a holding pattern right now, between the post-Memorial Day break and the upcoming NCGOP convention. So I’ve been thinking a lot about the upcoming budget negotiations between the state House and Senate.
There’s always some tension between the two chambers. The House has historically been more spendy, with the Senate taking a more conservative approach. Some years this causes more of a problem than others.
But I can’t recall a time when the dynamic was such as it is this year.
