Look, saying Roy Cooper is the most powerful NC Governor ever is like saying that Peter Dinklage is the tallest dwarf. Dinklage isn't that tall, and Cooper still does not have that much power. NC Governors have been intentionally neutered, and that's fine because that's the way we have set up our system of government in NC. But let's not pretend that Roy has a "stranglehold" on NC politics. Sure, he can wield a veto, but Moore and Berger are incredibly powerful in NC. I've actually been impressed with how these 3 men have worked together, particularly in making NC an attractive state for business. Medicaid expansion should have been done a long time ago, and has always made financial sense. It's just that Moore and Berger can finally make the smart decision now that a Barak Obama is more of a memory and the ACA isn't as divisive (because it generally works).
