It can be literally impossible to fire a bad worker who has civil service or similar protections. You, the new boss, start your job. It takes you some amount of time to identify who's shirking or, worse, sabotaging the work. Maybe weeks but more likely months.

You can't fire that guy. You have to document poor performance (with metrics, so first make sure you've established the right measurable goals, timelines for delivery, quality control) over a period of time. And you have to document your feedback to the underminer over a period and/or a certain number of times, including during formal performance reviews that happen on a set schedule. Then you have to put in place (or have HR/legal put in place) the cheerful sounding PIP, actually a performance improvement plan. It sounds so euphemistically helpful but the experience is punitive and sometimes humiliating, which exacerbates the bad attitude of your bad worker. Of course the PIP also has measurable goals and a sometimes lengthy schedule of reviews, making you continue to document problems and your 'supportive' feedback, to prove you're being a good! manager! of the guy poisoning the workplace well.

Sometimes you can't fire him even at the end of that process, because HR thinks differently than Normal Earth People.

Throughout this infuriating & interminable administriviated job-ruining experience, *your* deliverables and performance and/or your whole unit's performance deteriorates, depending on the ratio of shirkers, underminers, saboteurs to the rest of your team. If it's bad, your better people will jump, making your situation worse. You may throw up your hands and get out while the getting's good, because... guess what? It's not that hard to fire you.
